Experts from the National Institute of Systematic Research have compiled ratings for regions of the Russian Federation that have created the most favorable conditions for the development of small businesses.
In the top ten are the republics of Altai, Adygea, Tyuva, the Khabarovsky Region, the Orenburgskaya, Smolenskaya, Tambovskaya, and Tyumenskaya Districts, as well as the autonomous Regions of Nenetsky and Yamalo-Nenetsky.
The areas were judged by four criteria: the growth of the number of small businesses, the proportion of the population employed by small businesses, growth in turnover rates, and the growth of investment in capital stock.
