The database is compiled as established by the Decree of the Government of the Russian Federation # 286 “On Keeping a Database of Labor Activity Conducted by Foreign Citizens in the Russian Federation” from April 16, 2011.

The Decree includes a list of information to be recorded in the database. Specifically, records include personal data of foreign citizens or stateless persons: last (family) name, first name, patronymic (middle name), sex, date of birth, place of birth, citizenship; information about identification documents, about any family members included in these documents, fingerprint data, and taxpayer identification numbers. The database also includes records of earned income, health, education, migration cards, visas, temporary residence permits, and employers.
