Decree #357 of the Federal Migration Service “On Mandatory Dactylography Registration and the Photographing of Foreign Citizens Who Received Permission to Obtain a Work Permit in the Russian Federation” from November 6, 2012, came into force on January 11, 2013. The Decree applies only to citizens from countries with visa-free entry. Foreigners who desire to obtain a work permit must undergo mandatory dactylography (fingerprinting) and have their picture taken. Those applying for a work patent or a copy of the work permit only need to undergo dactylography (fingerprinting). In Moscow these procedures are conducted in following manner. Dactylography is scheduled at the time that a foreigner submits the application for a work permit / work patent. The foreign citizen receives a notice with an address of a specific Federal Migration Service office (usually the local office according to the person’s address on the migration registration) where he needs to go for fingerprinting. The dactylography procedure takes 15-20 minutes. After the completion of the procedure, the foreign citizen receives a dactylography card containing information about the person and their dactylographic registration. The card must be submitted to the FMS at the time of receiving the work permit / work patent.
