According to Federal Law #74-ФЗ from April 20, 2014, introducing changes to the Federal Law “On Legal Status of Foreign Citizens in the Russian Federation,” when applying for temporary residence, labor and permanent residence permits foreign citizens must prove their knowledge of Russian language, the history of Russia, and the basics of Russian legislation. It can be confirmed by presenting a certificate or document about receiving education in the USSR prior to September 1, 1992, or a document about receiving education and/or qualification issued upon successful passing of the state final certification in the Russian Federation after September 1, 1991.
The Law establishes procedures for issuing the certificate, limiting its validity to five years.
The Law also lists several categories of foreign citizens exempt from the obligation, including men and women who reached 65 and 60 years of age accordingly (retirement age), persons under 18 years of age, Highly Qualified Specialists and members of their families ( who are applying for a residence permit and labor permit).
The Federal Law #74 will come into effect on January 1, 2015, with the exception of the regulations that come into power on September 1, 2014.
