Flight Crews May Be Joined By Foreign Citizens

Federal regulation establishes that flight crews of civil aircrafts of Russian legal entities or private entrepreneurs conducting commercial air transportation and other aerial work, may employ foreign citizens in following cases:

• Training the foreign citizen for obtaining an entitlement for professional activity  as a member of a flight crew of a civil aircraft if all other members of the flight crew are Russian citizens;
• When a foreign citizen enters into a labor contract for substituting the captain of a civil aircraft. The labor contract may be signed within five years from the time when this federal law came into effect.

The maximum number of foreign citizens that can be employed according to Article 56 of the Aviation Code, their distribution among Russian legal entities and individual entrepreneurs who conduct commercial air transportation and aerial work, and conditions allowing signing a labor contract with such foreign citizens, are established by the Russian Government.

The Federal Law #290 from April 14, 2014 “On establishing a listing of positions in organizations conducting specialized activity with work conditions regulated by established federal authority” comes into power in 90 days after its official publication.
