Starting on January 1, 2015, foreigners applying for permits for temporary and permanent residence, and work permits will have to confirm their knowledge of Russian language, history and fundamentals of Russian legislation by taking an integrated test. Ministry of Education and Science of the Russian Federation issued Decree #1156 from August 29, 2014, “On establishing forms and procedures of the test of Russian as a second language, history and fundamentals of Russian legislation, and requirements of minimal level of knowledge necessary for passing the test”.
The test may be conducted by educational organizations, both in Russia and abroad, included in the published list.
The integrated text includes an oral interview and written test of Russian language, and also a written test of history and the fundamentals of Russian legislation. Use of computer and remote technology is allowed. The Ministry of Education established a minimum level of knowledge necessary for passing the test and procedures for forming an examination board and a dispute committee. After a successful examination, the foreigner will receive a certificate of their knowledge of Russian language, history and fundamentals of the Russian legislation.
The Decree has been registered with the Ministry of Justice (registration number 33999) on September 8, 2014.
