The Ministry of Public Health and Social Development has issued new regulations regarding which categories of foreigners have a right to work outside the region that issued their work permit and/or temporary residence permit, as well as how long they work outside that region. Working outside the issuing region is now allowed foreigners in Russia on the basis of a visa or temporary residency who have work permits and for those foreigners classed as highly qualified specialists:
However, if the work contract specifies that the employment requires frequent travel or work in multiple places, a work permit holder may work for up to 60 calendar days during the validity of the work permit. In this case, work permit holders with temporary residency may work for no longer than 90 days during 12 months and highly qualified specialists may work an unlimited number of days. This is according to Decree #564 of the Ministry of Public Health and Social Development from July 28, 2010 “On Establishing Cases For Labor Activity of Foreign Citizens and Stateless Persons in the Russian Federation Outside of the Territory Determined by their Work Permit and/or Temporary Residence Permit."
