Administrative Sanctions For Illegal Lodging Of Foreign Citizens In Utility Premises

A draft bill proposes administrative sanctions on organizations/officials managing apartment buildings for allowing illegal dwelling/lodging of foreign citizens in technical/utility spaces (technical floors, attic spaces, basements, other utility spaces). The bill was introduced to the State Duma on February 13, 2014.

Proposed changes to Article 18.9 to the Administrative Offenses Code of the RF suggest penalizing abovementioned violations with fines for each foreign citizen:

• 10,000 to 20,000 rubles for official persons;
• 150,000 to 250,000 rubles for legal entities.

If the housing management company and its officials can prove that they have reported this illegal dwelling to authorized authorities, they will be relieved from penalties.
