Decree of the Federal Migration Service #379 from May 26, 2014, defines requirements for the specialists included in the examining board interviewing foreign citizens applying for the status of speakers of Russian language. In particular, the examining board will include philologists and linguists from among faculty members of scientific and educational establishments.
Each foreign citizen will be interviewed for no longer than 30 minutes. The interview will examine foreigner’s ability to understand and interpret unadapted texts on any subject, to understand the contents of radio and TV broadcasts, films, etc. to the fullest. A foreign citizen will have to demonstrate their full knowledge of the Russian language system and fluent use of language expressions.
The results of the interview will be recorded in the meeting report. Foreigners recognized as speakers of Russian language will receive a corresponding document.
The law also includes requirements for the application form and the report form.
According to the Federal Law #71-ФЗ from April 20, 2014, that came into force on May 2, 2014, foreign citizens recognized as speakers of Russian language may receive Russian citizenship through a simplified procedure on the condition of renouncing their foreign citizenship.
