1. Data and documents contained in the state registers are open and public except for data, access to which is restricted according to paragraph 2 of the present clause.
Data on number, date of issue and organ that issued the document certifying the identity of an individual person, data on bank accounts of legal entities and individual entrepreneurs can be provided exclusively to the state authorities, the bodies of state extrabudgetary funds in cases and according to procedure established by the Government of the Russian Federation. The given restriction is not applied to provision of copies of the constituent documents that contain the mentioned information and also data about a place of residence of individual entrepreneurs.

2. Data and documents contained in the state registers about the specific legal entity or individual entrepreneur are provided as:
extract of the corresponding state register;
copy of a document (documents) that is on file in the corresponding state register;
certificate about absence of the inquiry information.
Form and procedure of provision of data and documents contained in the state registers are established by the Government of the Russian Federation.
3. Term for provision of data and documents contained in the state registers is established by the Government of the Russian Federation and could not be more than five days from the date of receipt of the corresponding inquiry by the registering body.
4. Refusal in provision of data and documents contained in the state registers is established by the Government of the Russian Federation except for data, access to which is restricted according to paragraph 2 of clause 1 of the present Article, is not allowed.
5. Data about the place of residence of the specific individual entrepreneur contained in the Uniform State Register of Individual Entrepreneurs can be provided by the registering body only on the basis of the inquiry presented directly to the registering body by an individual person who showed his passport certifying his identity according to the legislation of the Russian Federation.
According to the inquiry of the individual entrepreneur the registering body is to provide him with the information about entities that got the information about his place of residence according to paragraph 1of the present clause.
6. According to the inquiry presented directly to the registering body by any individual; person who showed his passport certifying his identity according to the legislation of the Russian Federation the registering body has a right to compare information contained in the state registers on personal data of the specific individual person with information stated in the mentioned inquiry. In this case the certificate on conformity and non-conformity of information stated in the inquiry to information contained in the state registers is provided by the registering body.
7. Forms, procedure and term for provision of the information and certificate stated in clauses 5 and 6 of the present Article are established by the Government of the Russian Federation. At the same time the term for their provision could not be more than five days from the date of presentation of the corresponding inquiry to the registering body.
