Occupations For Foreigners In Retail

January 27, 2014, Rossiyskaya Gazeta published Ministry of Labor and Social Protection Order # 475н from September 23, 2013. The order establishes a list of professions (job positions, occupations) for foreign employees employed in executive and management positions in retail, and the qualification requirements for these employees.
Foreign citizens may only be employed in these positions as highly qualified specialists (HQS) if they fulfill qualification requirements.
These qualification requirements are new. Formerly, the only requirement for employing HQS in these positions was a salary level equal to or exceeding 2,000,000 rubles annually.
The Order establishes following positions and requirements:
- Director (General Director, General Manager, Executive Manager, CEO) – higher professional education and minimum 5 years work experience in senior management positions in retail.
- Financial Director (CFO, Assistant Director for Finance) – higher professional education (major in economics), finance and accounting work experience, including minimum 5 years at senior management level.
- Commercial Deputy Director (Business Manager) – higher professional education (major in economics) and minimum 5 years work experience in economic positions at senior management level.
- Personnel Manager (Human Resources Deputy Director) – higher professional education and minimum 5 years work experience in HR field in personnel management positions.
- Senior Stock Manager – higher professional education and minimum 5 years work experience in retail in management positions.
- Department Supervisor/Manager (in retail) – higher professional education and minimum 5 years of similar professional experience.
- Supervisor/Manager of Retail Complex – higher professional education and minimum 5 years of similar professional experience.
- Section/Department Supervisor/Manager - higher professional education and minimum 5 years of similar professional experience.
- Warehouse Supervisor/Manager – secondary professional education and minimum 1 year of work experience as warehouse manager or complete secondary general education (high school diploma) and minimum 3 years of work experience as warehouse manager.
- Department Head (in retail) – higher professional education and minimum 5 years of similar professional experience.
- Laboratory Head (in retail) - higher professional education and minimum 3 years of similar professional experience.
- Manager/Supervisor (in retail) – higher professional education (management major) or higher professional education and additional training in management theory and practice, minimum 2 years of similar professional experience.
